§ 11.14.030. Parking prohibitions.

  • (a)

    Whenever a yellow or red level emergency alert is implemented by the public safety department in which on-street parking on any city street designated in subdivision (b) of this section would create a hazard to life or property by interfering with emergency vehicle access and resident evacuation during any event of water, mud, and/or debris slides and flows, the public safety department is hereby authorized to give notice and prohibit on-street parking. Vehicles parked in violation of the parking prohibition established pursuant to the chapter shall be removed and impounded at the owner's expense.

    (b)

    During a yellow or red level emergency alert, it shall be unlawful to park any vehicle on any city streets or portions thereof in violation of this chapter that are located within the Fish Fire Impact Area as follows:

    Greenbank Avenue—both sides from Brookridge Road to Royal Oaks Drive

    Greenbank Avenue—both sides beginning north of Brookridge Road to end of street

    Conata Street—both sides beginning west of Greenbank Avenue to end of street

    Conata Street—both sides from Greenbank Avenue to Larkhall Avenue

    Deerlane Drive—both sides from Greenbank Avenue to Mel Canyon Road

    Bettyhill Avenue—both sides beginning north of Deerlane Drive to end of street

    Fieldview Avenue and Larkhall Avenue at Deerlane Drive—approximately one hundred fifty feet south of intersections

    Mel Canyon Road—both sides from Brookridge Road to Fish Canyon Road

    Opal Canyon Road—at Mel Canyon Road and Brookridge Road approximately one hundred fifty feet easterly and southerly of intersections

    Brookridge Road—from Mel Canyon Road to approximately three hundred twenty feet east of Mountain Crest Road

    Brookridge Road—both sides beginning west of Greenbank Avenue to end of street

    Mountain Crest Road at Shadylawn Drive and Tannen Crest Drive—approximately one hundred fifty feet easterly of intersections

    Mountain Crest Road—both sides from Deerlane Drive to Brookridge Road

    Fieldview Avenue—both sides from Deerlane Drive to Conata Street

    (c)

    City shall, except in those emergency situations where immediate action is required to prevent significant damage or injury to public health, safety, or public or private property, provide not less than twenty four hours' notice of the declaration of a red or yellow emergency alert, and the activation of parking restrictions in connection therewith. Such notice may be given by posting a notice on any car parked in an area that under red or yellow emergency alert conditions would be subject to removal or impound, and may also be given by announcement on the city's website, or by digital notification to parties who have previously requested such notice in writing and provided an e-mail address or other appropriate means of digital contact.
