The intent and purpose of this chapter is to comply with the provisions found in California
Business and Professions Code Section 4600 et seq. relating to the regulation of massage
or massage services, which shall include but not be limited to services referred to
as Reiki, applied oils, body sponge, reflexology, bodywork, and acupressure (collectively
"massage"), and to allow legitimate massage uses while restricting business fronts
for illicit sexual activity and/or human trafficking. Any terms used in this chapter
that are not defined in this chapter shall have the same meaning as that defined by
California Business and Professions Code Section 4600 et seq. Nothing in this chapter
shall serve to limit the city's authority under California Business and Professions
Code Section 4600 et seq.
